[wishlist] Precise setting of pattern parameters

Bug Description
A lot of technical sketches contain hatch patterns which have to be set quite precisely so that the sketch is still "readable". In case of Inkscape patterns, there are 2 parameters which can be set, SCALE and ROTATION. Currently you can change them on canvas or by XML editor, but both approaches can be quite cumbersome sometimes (specially by using XML editor where one has to calculate transformation matrix).
It would be good to have a user interface, where user could simply set SCALE and ROTATION parameters in the usual way, like for transformation for example. The mockup of a proposed user interface is shown in the attached picture. It also includes buttons for saving and deleting of patterns. I believe it would also be good if there was an option to choose whether the pattern is saved to the document or as a stock pattern.
