"Open" dialog loses focus

Bug Description

User should not be able to focus the main window while the "open" dialog is
open, the "open" dialog should always be on top of the main window.

0.45.1, built Mar 21 2007, tested on both Windows XP SP2 and Vista
I am able to focus the main window, although nothing works except moving
and resizing it.

I found the option to enable "Always on top" in preferences, windows tab
mentioned in the other request.
It works now however you are still able to focus the main window and
move/resize it.

Always on top dialogs are really just a work-around of the problem.

What I have found when I use other Windows applications is that you cannot
focus the main window when there is a dialog that needs your attention.
When you try to do so, the dialog will blink for half a second and an alert
sound is made to notify you that it needs your attention.

@JazzyNico, Kris - is this still an issue with native Windows file dialogs? (AFAICT the Gtk file dialogs are modal windows, and always on top of the main window).

I don't know if this is related but sometimes when I do "File -> Save a Copy..." the save dialog doesn't even show (I'd say it opens _under_ then main windows, i.e. you don't even see it appearing and then disappearing). The main Inkscape window loses focus and if you click on it the save dialog pops up and gets focus instead. Then if you click on the dialog title (e.g. for moving it), it disappears again under the main window and so on.
This happens only sometimes and I couldn't spot a triggering operation. Everything else works as expected: browsing directories and saving is possible.
I can confirm that native Windows file dialogs are modal too and keep the focus until closed.
Latest builds, Windows XP SP3.

I confirm Luca's findings, but can't find a way to reproduce it.
Apart from that rare case, the Open dialog works as expected.
