In illustrator, you drag a layer onto the New Layer button to get a duplicate.

I see a lot of tutorials where they clone using Ctrl-D, drag the copy of the object to the side to edit it, maybe using Ctrl to constrain, and when done, drag it back onto the original for the final effect, tweaking the alignment. This mode of work is indicative of a program without a Layers Palette, as indicated by most Inkscape drawings not using it at all. And yet, Inkscape does have a Layers palette, its use just isn't encouraged.
