Bug Description
Often, I could make better, and faster with mask
layer. We can see only through the shape(s) of this
layer.
I think it is a really important option that offer a
lot of benefits.

With reflection, I think that Inkscape should have managing
layer like TheGimp or more precisely like Flash Macromedia
(sorry for the reference !), but to can make a mask layer,
we have to slide an other layer under.
More generaly, When I'm speed to manage layers, it's not
really easy to do.
