treat guides more like objects + lock guides + some toughts

Bug Description

Guides should be treated more like objects are.
You should be able to select them and then place and
rotate them via the tool option bar.
This would make the small guide dialogue obsolete and
leave the double click to a dialogue as outlined by
Alan in RFE #1002695.
Furthermore a 'lock guides' function should be
available in the view menu. I'm currently quite
suprised not to find it anywhere... maybe it's just me,
though.

Hmm, thinking about locking... maybe with a more
advanced layer dialogue, it'd be cool to have a guide
layer, where you can place any object and it's being
snapped to... or rather no guide layer but for each
layer the options "snap to objects", "visible", and
"printable"...

Just some thoughts...

The above spec from wiki is very detailed although one thing could be added, it's from bug 172124; changing line style, to dashed or similar if a very thin object is covered by the guide.

although the default guide color should be the opposite of what's beneath it, as noted in a comment of bug 244766.

I would also like to be able to arrange and distribute guides like any other object. It would be very easy to create certain types of grids or other setups for that matter.

Honestly I don't see why guides has to be treated in any special way than other objects. Its just an infinite line that will not be rendered in the final drawing.

I second this idea:
"IDEA: Should guides be shapes on just another layer? The layer could be locked / unlocked the way other layers are currently being done. - Lawrence"

The feature request to lock guides is tracked separately in bug #170144 (committed to trunk in rev 14512, milestoned to 0.92).
