Marker orientation not taken into account when doing stroke to path

Bug Description
Inkscape 0.92.1 on LM18.1:
- draw a path
- add mid-markers that show a direction, e.g. arrows
- go to defs, edit the value for 'orientation' of the markers, e.g. set to 20 (degrees)
- see that it's rendered correctly
- do 'Stroke to Path'
- the 'markers' are now oriented as if there had been no change in the orientation value before the conversion to a path.
