scalling preview wrong when Scale Stroke width is unchecked

Bug Description
If the user unchecked "Scale stroke width" in the preferences dialog and
then scale an object using the handles. The preview for that operation
scales the stroke width even though the stroke will not tbe scaled.
I would expect the preview to match what is going to be changed, obviously
:)
