Saved Layers disappear after opening, data still there

Bug Description
Using 0.92 on Mac, I have created a file with a couple of layers. When I re-open the layers, there is only one layer left.
The content of the other layers is still there though as the XML editors reveal. They are all part of the first layer. see attached screenshot

The screenshot shows a new document (see window title bar: "New document 4"), not a file which had been saved to disk and opened again. There might be a hidden question about basic usage (open versus import) in the bug description, outside of the scope of the bug tracker.
If a Inkscape SVG document is imported (instead of opened via 'File > Open', or via command line argument) into the current document (e.g. the new document which Inkscape opens if launched by itself), the layer structure within the imported image is not exposed in the Layers dialog - the imported image is presented as one object to the user. A request to make layers of imported Inkscape SVG drawings accessible in the 'Layers' dialog is tracked in /bugs.launchpad .net/inkscape/ +bug/502075
