Bug Description
shift+drag of objects disables snapping as expected.
shift+drag of transform handles does not affect snapping but enables symmetric transforms.
This seems to be due to a shortcut collision.
Nevertheless I expect Inkscape to let me transforms without snapping via *some* shortcut.
