regression, filter names not appearing in list when first added

Bug Description
Steps to reproduce:
-draw a shape
-open the filter editor dialog, if it's not already visible
-go to the file menu > filters and add a filter
-see the filter applied to the shape, but not appearing in the list
-click on "new" in the filter editor, and see the filter name appear in the list now
su_v found that this seems to have been introduced in r14367, the fix for bug #1495106, which itself seems to have been a fix for the bug introduced in r14245.

Based on tests with archived builds (on OS X 10.7.5):
- not reproduced with Inkscape 0.91 r13725,
- not reproduced with lp:inkscape rev <= 14363,
- reproduced with lp:inkscape rev >= 14367,
- reproduced with Inkscape 0.92pre2 (tar ball),
- reproduced with lp:inkscape/0.92.x r15159.
Not tested with latest trunk.
