Bug Description
With Active Window Tracking ("XMouse" in Winaero Tracker) is enabled, with focus follows cursor enabled but autoraise disabled, there's an incompatibility with Inkscape where it behaves as though autoraise were active. That is, waving the cursor over the window (such as moving between the taskbar and another open window) brings Inkscape frontmost. I've specifically configured Windows not to autoraise, but to focus only.
This was the case with 0.48 in XP, and remains the case in 0.91 in Windows 10.
Note, this may need to be closed as a GTK+ defect.
