Bug Description
Inkscape 0.48 on Windows was using Arial and Times New Roman as default serif and sans-serif fonts respectively.
I noticed that it has changed and Inkscape 0.91 is using DejaVu fonts as default serif and sans-serif fonts.
This is a serious problem, because DejaVu fonts have different metrics than Arial/Helvetica and Times fonts, which are used on most platforms as default serif and sans-serif fonts. So this change literally breaks things.
I have not found any official information about the change, so I assume that it is a bug. Furthermore, I do not see any option in preferences to change default fonts.

[ AFAIU introduced with the switch for Windows builds to the fontconfig instead of the native win32 backend for pango in r10742. See comments 4-5 in bug #1422128 how fontconfig configuration files could be adapted to use platform-specific fonts for generic font names and fallbacks --> packaging issue on Windows (unless r10742 is reverted [1]) and OS X. ]
