Bug Description
Step 1: new document
Step 2: turn on snap. create a grid.
Step 3: draw a few horizontal lines, snapping their endpoints to the grid. Theoretically, when they display, they should line up perfectly.
Step 4: Zoom so that the lines take up between 1.5-3 pixels. Note how the lines often seem to be offset from the grid, upwards and to the left by one pixel. But not always.
Seen on Inkscape 0.48.4 and 0.91 trunk, Windows 8.1. Attached are examples at 1.5 pixels and 3 pixels.

In Windows 10, I remedied this problem by scaling the display to a perfect coefficient, in my case 200%. It's a bit big on galaxy book 12 (DPI: 216 ppi), but it's still bearable.
Note that under Ubuntu I don't have this problem, it could be related to GTK support under windows.
