Inkscape fails to make .pdf files the same size as the inkscape original

Bug Description
It's simple, I want my .pdf file image to be 4788x1510, so I make sure I scale the whole image to that size (I've tried transform and also the manual way). Then when I save it, it turns from 4788x1510 to 3820x1208, then on top of that it crops off half of the photo. I've tried every thing: export is drawing, export is page, and both at the same time. I'm using mac version of Inkscape.
Known workaround:
1) add a new layer on top of the current one
2) move the masked image to the new layer
3) save a copy as PDF (page area)
IIRC this is already tracked in earlier reports already (masked objects are "displaced" in cairo-based exports (PDF/PS/EPS) if the parent layer or group has a 'transform' attribute).
