I use Inkscape on both Ubuntu and Windows 8 (simplified-chinese) , and this bug is currently shown on Windows only. The edition of Inkscape is 0.48, and this bug will always shown no matter the language of the interface is english or chinese. I find it when I follow the steps of the european flag tutorial. Here are the steps to reproduce the bug. Step 1, create a new file and draw a star. Step 2, press F1 and move the star anywhere. Step 3, press * and the value in the entry box of the Tool Control is now shown. Though the value is not shown, you can still change the value by pressing the arrows near the box. The attached snapshot may give you a better look. By the way, a similar bug is also occasionally shown when I use GIMP on windows. I think this is something about the compatibilty on windows OS.
AFAICT like /bugs.launchpad .net/inkscape/ +bug/1094995> /bugs.launchpad .net/inkscape/ +bug/942475>

@JazzyNico - or is this a duplicate of bug #1020518 (which itself might be a duplicate of bug #942475)?
