Based on the scarce information in the bug report (basically none), this is probably like

(based on the screenshot, my guess would be that the dashed lines use a solid fill color in the original (SVG) file which when exported to PDF some PDF viewers render visible even though the lines have no actual fill area (path with a single straight line segment)
