PDF import, picture missing when "Embed images" disabled

Under some circumstances, when an imported PDF file that is used as background will dissapear as a broken image link after file is saved as SVG.
Steps to reproduce:
* Import a PDF file. The PDF file in this case had both a background image (jpg compressed look) and overlay with text and other figures (lines, rectangles, etc).
* When import dialog box pops up, deselect "Embed images".
* Rotate the imported image - "pdf collection" (collection of several objects)
* Crop the pdf-collection by drawing a rectangle over a part of it and select Clip --> Set
* Open Document Properties and do a "Resize page to contents" and close the dialog box.
* Lock the active layer - that should hav same name as pdf filename.
* Create a new layer, doesn't matter what you call it.
* Draw something.
* Save file (As Inkscape svg) and quit Inkscape.
* Reopen the saved svg file.
Expected behaviour: I should see the same background image (pdf underlay) with my drawing on top.
Observation: The pdf underlay is gone, replaced with a text pattern saying something like "Image link broken".
This behaviour is really bad because hours of work can get lost (being clever and save file often won't help in this case).
It is partially possible to recover, but that provides that you remember the exact rotation angle of the pdf underlay. If not, the additional figures won't when copying objects (that I've drawn myself) from broken svg file into a new svg file where the process with pdf underlay is redone.
I was very very lucky, because I didn't delete those superfluous guides that I used to get the exact rotation angle.
