it appears that this came from some software that uses different conventions than current Inkscape when specifying arcs. It had some negative radii in the file. I've edited the arcs so that they show up.
The font face in this file has been embedded and is apparently not being used as far as I can tell. You may need to install the font RotisSemiSans on your machine to see if this helps.
Other SVG renderers display the arcs (Squiggle (batik17), Firefox, Opera, Chromium, Safari, rsvg-view-3 (librsvg)), Inkscape stable and trunk however do not.
SVG Fonts are an unrelated issue already tracked in bug #170963 (Inkscape currently can create SVG fonts, but not use them to render text in SVG files on-canvas).
