Bug Description
If you enable fullscreen, the menu bar is not shown. Even if this expected behaviour, pressing F10 opens a menu (the file menu) but does not show the global menu.

Doesn't seem an Inkscape-specific issue:
The same behavior (in fullscreen mode <F11>, the menus are accessible via keyboard, without having the menu bar itself revealed) can be reproduced e.g. with GIMP 2.8.2 on Ubuntu 12.10 (up-to-date Beta 2 in VM).
