I'm running 0.48.4 r9939 on Win7 32-bit and have the same problem. I'm not sure what Aero Snap is, but I rarely run maximized windows for any app. Inkscape is no exception.
The initial window is a small square like the original report described. I drag a corner to enlarge it OK, then manually move it, usually to the right side of the screen though it is rarely exactly half the screen wide or the full length high. Open a panel using keyboard shortcuts (e.g. CTRL+SHIFT+L) and the window resizes itself to very small again. After dragging a corner to enlarge it again the size sometimes sticks when another panel is opened (e.g. CTRL+SHIFT+F), sometimes it resizes itself again.
