Bug Description
On windows, EPS files can't be imported, unless Ghostscript is installed and in PATH.
Installing Ghostscript and changing PATH is only possible with administrator rights.

For the sake of common users, please include Ghostscript (non-optional) in the windows Inkscape release.
Or, at least, add a settings option in Inkscape for setting the ghostscript install location.
