Bug Description
When the 'display number of updates in icon' option is enabled, update indicator includes updates for locked packages in the count (in my case I've manually locked gimp and libgimp2.0). The default behavior should, in my view, be to exclude updates for locked (as well as held) packages from the count, or at least to include an option to switch such behavior on/off.

I agree that the default behavior should be to ignore locked packages. I'm not going to implement an option here, cause it doesn't seem useful to me. But I'm open for arguments why this would be important.
