Network graph doesn't have min scale settings

Bug Description
Sometimes, when I'm on a limited Internet plan, I look at the network graph and I see that it is quite full, but there should not be any heavy download at the moment. I become a bit shocked, click on the icon, and I see that actual download speed is very low: about 10 KB/sec, but it is displayed as full graph because scale is adaptive.
This is a bit annoying, since when I see full graph, I can't be sure, if there is really some heavy download, or not; so I have to interrupt from my current task, click on the icon, read value.
So, it would be very nice if I'm able to set minimum scale for the network graph. Say, I would set it to 500 KB/sec, for me.
Could you please add this feature in your indicator-
you can set the variables with dconf >apps>indicator >multiload.
