Keyboard layout switched back to English after each boot (after login)

Bug Description
I'm on Ubuntu 13.10 with the lastest updates installed.
What I experience:
When I boot my Computer and log in to the Unity session the keyboard layout is switched to English although the keyboard indicator is set to German and I removed English from the input list. I then have to click the indicator and enable German again to get the right keyboard layout. Because of this I cant't remove the indicator from the systray though I really would't need it.
What it should be like:
When I start my computer I want to have the keyboard layout I chose before because no other layout makes sense for the build in keyboard and I would like to remove the indicator from the systray.

I have the same problem but with a French K/B layout, the work-around here http:// askubuntu. com/questions/ 362973/ language- problem- ubuntu- 13-10 seems to work for me too.
This occurs only after login else my password would be wrong due to the differences in character layout between French and English K/Bs.
