Clock just halts for an hour when switching from daylight savings time

Bug Description
On Ubuntu 13.10 using NTP I observed the clock to just freeze for one hour at 1:59 on 2013-10-27 (switch from daylight savings time to standard time) when instead it should run until 3:00 and switch back to 2:00 in that second. Unity's date and time settings window still shows the correct time.
GNU date also outputs the correct value, it seems to only affect the indicator.

The following might be connected to this issue: When I booted the machine the following morning, the clock showed the correct time but was freezed from there on. As soon as I opened the settings and enabled "Show seconds", the clock was running correct again.
