Jenkins build failure: docbook parsing err

Bug Description

Jenkins is failing to build trunk b/c he can't parse the manpages docbook. Upping the priority of this so that we can get Jenkins' build going; if it is found that this bug results from a misconfiguration of Jenkins then pls ping alesage or follow-up here.

Was this the same problem that we were seeing with gtk-doc back trying
to load the XSLT pages from the web? I thought there was something like
that which we fixed, but I don't remember how. Mike?

<mterry> ted, hmm, thought the problem was in gtkdoc itself. but the thing coverity was doing was setting XML_CATALOG_FILES to ""

<ted> mterry, Yeah, I think it's where it looks for the files. So xsltproc will look them up wrong as well.
I can fix that though and just make sure to clear it.
