Bug Description
Division level users in Bihar HRIS (India) are able to enter data but they can not see the complete profile of that employee. Therefore, they are not able to update the records.

This due to the addition of the division level to the India customization. Fixing this will require modifying the current facility access module which will take some time because a new module will be needed and the existing code will need to be modified to use this new module.
