Redesign process for adding data to lists to reduce confusion

Bug Description
When adding data to lists, if a parent data item needs to be added and is missing from the dropdown, we provide a link to Add New from the screen. This takes the user to the add screen for the parent data. Once the user has added the missing parent, they should be able to return to the screen they were working on and complete their original task. Currently, they can only return to the Administer Lists page and start over. This is apparent when adding new regions/

It would be nice to be able to add an item whenever it is missing from the form you are modifying, if you have the appropriate permissions. For instance, if you are adding a facility and the needed location isn't present, you can cilck to add the location in the same screen or in a popup.
