Bug Description
This plugin watches public channel activity, it marks the channel as idle if there is no chat after a certain period. When a stranger joins within this idle period, the plugin will hilight them with a choice greeter message.

In general, we don't like bots to speak unless spoken to.
So, this could be done, but I don't think we'd want it enabled by default.
