Bug Description

If an html page contains a   it is not correctly encoded to UTF-8. It results in a \302 code. Example message:
   msgfmt -cvf translations/templates/ihris-retention/ihris-retention.pot
  translations/templates/ihris-retention/ihris-retention.pot:6763:51: invalid multibyte sequence
results in .pot files not being imported in launchpad from:
  http://bazaar.launchpad.net/~intrahealth+informatics/ihris-retention/4.0-dev/annotate/head%3A/templates/en_US/reports_tab.html#L314
