The command prompt doesn't connect through the proxy set on the "Network" settings

Bug Description

I'm behind a proxy at work, and everytime I try to update Ubuntu using "sudo apt-get update && sudo apt-get upgrade" there is a error connecting to the proxy.

Ubuntu should try the best to enforce that any application running in the OS connect using the parameters set in the "Network" settings.

I agree, after setting up the network proxy on a computer, one always has to apt-get to use a http-proxy.
