[2] Your printer make/model.
    HP Deskjet d1660
[3] If possible, run 'hp-check -t' and post the output.

Note: hp-check can be run in three modes:
1. Compile-time check mode (-c or --compile): Use this mode before compiling the HPLIP supplied tarball (.tar.gz or
.run) to determine if the proper dependencies are installed to successfully compile HPLIP.
2. Run-time check mode (-r or --run): Use this mode to determine if a distro supplied package (.deb, .rpm, etc) or
an already built HPLIP supplied tarball has the proper dependencies installed to successfully run.
3. Both compile- and run-time check mode (-b or --both) (Default): This mode will check both of the above cases
(both compile- and run-time dependencies).

[4] A detailed explanation of your problem.
The portait mode HPLIP Printer Test Page (from the hp-toolbox) prints with the following alignment:
Outer edge of upper left corner of rule lines is
17.9mm from top edge of sheet
3.5mm from left edge of sheet
Outer edge of upper right corner of rule lines is
17.9mm from top edge of sheet
2.5mm from right edge of sheet
Outer edge of lower left corner of rule lines is
Truncated at the bottom edge. Rule ends at 1 1/8", leaving 12.5 to 13mm of blank space below.
Varies from 1.5mm to 3mm from left edge of sheet.
Outer edge of lower right corner of rule lines is
Truncated at the bottom edge. Rule ends at 29mm.
Varies from 5mm to 3.5mm from right edge of sheet, leaving 12 to 13mm of blank space below.

Part of the truncated portion is repeated 3x up into the lowest 5mm of the test output, nearly entirely in the color red (presumably a buffer overflow). This is most obvious when using the CUPS Printer Test Page, instead of the HPLIP Printer Test Page.

This issue affects any and all portrait output to the printer.

I have not yet tried other sizes of paper or landscape orientation.

[5] Steps to recreate the problem.

Print the HPLIP Printer Test Page from the hp-toolbox utility.
