`hp-check -r` crashes with "AttributeError: module 'PIL.Image' has no attribute 'VERSION'"

Steps to reproduce:
1. Install HPLIP on Ubuntu 19.10 with `sudo apt-get install hplip*`
2. Run `hp-check -r`

Expected results:
* `hp-check -r` runs without errors

Actual results:
* `hp-check -r` shows many errors and crashes:
