Horizon GUI does not show images network topology when then the tacker is enabled in devstack

Bug Description
installed two versions of devstack on the vmbox, for openstack newton release
1: with takcer plugin enabled
2: without takcer plugin.
when the tacker plugin enabled the horizon dashboard does not shows images and network topology but when the tacker plugin is disabled horizon dashboard shows images and network topology.
the screen displayed is blank for the images and network topology and graph does not show anything.
