OFX import doesn't recognize special characters

Bug Description
When importing OFX files with special chars like accents (é á ã ç), HomeBank make some mess and don't display them correctly.
I tried editing and changing the OFX file encoding and its header to UTF-8, USASCII 1252 and 8859-1. But importing them lead to the same problem. I couldn't make HB import any OFX with special chars.
I've attached an OFX to reproduce the problem.
I'm using HB 5.2.1 on Windows 10.
