Need parsers to generate "semantic" links, How?

Bug Description
It would be useful for the parsers to be building a graph as opposed to just a list of unconnected vertices. How this will be done is a very good question. Aside from Java, none of our corpora inherently contain connections between nodes.
How will this be done for STEP, Law, and plain text?
