Bug Description
NSP (Network Service Policy) allows string type parameters to enable any arbitrary <name, value> pairs. However this is not implemented.
This is useful for abstracting config templates for network services.. I could pass loadbalancer mechanism, backend server ports etc using this policy and not hardcode in my config template.
