"quick check" should be used when recovering storages

Bug Description
When zeoraid starts up, it does a quick check on both storages to see if they are in sync.
However, if it can't connect to a back end, it is marked as failed.
When recovery is attempted, no quick check is done.
This is suboptimal when you have to restart a back end for a configuration change and then have to do a whole verification to get the back end back online.
