context-menu shows up blank when dual screens in vertical orientation

Bug Description

When right clicking on the bottom panel, the context menu shows up initially blank, and the menu items need to be scrolled into view.

Dual screen setup in vertical orientation (using a wacom cintiq, so it's not sensible to use a left/right orientation).

Thank you for your bug report, could be a gtk issue and should be confirmed by somebody having a such config and sent to bugzilla.gnome.org

Seconded! I got the same problem with panels on the lower screen and right-clicking icons on the top panel.
