Binary package hint: gnome-panel
When I create with (german language!) "Zum Panel hinzufügen ..." a new Application launcher in the Panel, no useable launcher will add to the panel when special Characters ("äöü...") in the field "command" (Befehl in german language).
Example for malfunction

no useable launcher will create (that means all Fields are empty. A given Icon include)

PS:
When I create a launcher on the Desktop it works fine with special characters in the command field!
When I move the launcher from Desktop to Panel it works too.
When I move a launcher from Desktop to Panel and modifiying the command line (hörbücher) it works but when I make a restart the Panel-launcher have empty fields.

When creating a new Application launcher in the Panel, the launcher will not save the entered text if special Characters ("äöü...") are used for the command

The launcher will not do anything when clicked and when its properties are viewed all fields are empty, including icon.
