Bug Description
This is Phase 3 as described in bug #426937, in which the new lemma display widget will be expanded to offer two modes of creating new lemma links. One in which lemmas already attached to related words are offered as a selection, and another in which a title is given for a new lemma, but is compared against existing lemmas before being created as new.
