Bug Description

I hit the following error while running unit test under glance stable/kilo branch.
This is the command line I used: ./run_tests.sh -f -V

This is the error information:
error: python-keystoneclient 1.3.2 is installed but python-keystoneclient>=1.6.0 is required by set(['python-cinderclient'])

By the way, cinder/cinderclient is not explicitly listed in the requirements.txt

Now same failing with:
error: pbr 0.11.0 is installed but pbr<2.0,>=1.6 is required by set(['python-cinderclient'])

Marking master invalid as this does not affect it and nominated Kilo instead
