Bug Description
As of today (16 Dec 2019) the policy docs are out of date. They refer to v1, and also are missing several policies (for example, the locations policies, the tasks and task_api_access policy, etc.)
The rule-writing section should probably just contain a reference to the oslo.policy docs.
