AMQP notifications contain an empty message context

Bug Description

The Glance notification event messages do not contain useful request context information. The notifications should contain the request context so that user and project information can be extracted from them.

For example, in the v2 api, see the glance code. It passes an empty dict for the request context to the oslo_messaging notifier calls when sending info, warn, and error notifications. The same applies to the v1 api.

This bug is related with the problem that telemetry service(like ceilometer) can not get the the right "operator" of glance resources from the notification. Does someone have any idea about this?
