Adds the ability to use keystone v3 when generating a token for the swift backend.
(From memory) we're a little weak in documentation around using glance-swift.conf. We should add some more documentation around that and the new keystone v3 config options.

There's previously been quite a bit of confusion about the usage of this vs the swift_store_ authentication options.
