configure fails although guile installed

Bug Description
Whether I get a tarball or get code from git, 'configure' fails saying "configure: error: you need Guile 2.x (at least version 2.0.10)" even though I have guile 2.2 installed.
I am using Ubuntu 20.04, and have tried with guile 2.0 as well.

This means pkg-config couldn't find the guile-2.2.pc file associated with your Guile installation.
gEDA/gaf builds fine for me on Ubuntu 20.04. Did you install Guile to an unusual prefix?
You can test whether pkg-config is able to locate your Guile installation with
pkg-config --print-errors guile-2.2
(no message means success).
