selected names cannot be dragged

Bug Description
Drag on selected names of footprints does not work as expected.
To reproduce:
1) start PCB
2) add a footprint e.g. SO8
3) set the name of the footprint to some string
4) click on the name to select the name (while leaving the component unseleted)
5) let the mouse hover over the name.
6) left-mouse-drag
The name does not move. This is highly unusual and unexpected since the text can be dragged when not selected. Drag on selected free floating text works, though.
