Bug Description
I created following test PCB file and generated GCode. If there is nothing in BOTTOM layer not drill and drillmill file is generated. But this is wrong.

Hi VaclavPe,
Please check if the "onsolder" flag in both elements is intentional.
I would expect a g-code file generated for the bottom side pads of the pins.
Also more drill files as in #1390450.
