Crosshair losses grid

Bug Description
The crosshair sometimes stops snap to grid points, and it is not possible get the snapping again. At the same time it still snaps to pins/vias/pads if that option is "ON". I've noticed exactly the same behaviour in "official" PCB and in Peter's OpenGl version from git. For me it can be reproduced on any board:
Load any PCB, set "visible grid" and set grid value, let's say 50 mil
Turn on "crosshair snaps to pins and pads"
Turn off all layers with tracks: top, bottom, silkscreen.
From that point crosshair moves between visible grid dots, but still snaps to pins/pads. Changing grid units/value does not make any difference. The only way to get back rigth behaviour is to exit pcb and run it again.

I also experienced this bug a few times. But I could not get it to reproduce.
I can also confirm, that disable of all regular layers and additionally silk, exposes the bug.
