Pantheon-notify notifications appear behind Gazette

Bug Description

When pantheon-notify pushes a notification, it appears behind Gazette what makes the notifications unreadable.
Gazette should be in the back of these notifications.

but it will be when it's stable enough so why not fix this issue right away? :)

When its stable enough, Pantheon Notify should be smart enough to don't get in the background, but always stay on top of the screen.

Notify-OSD does not have this issue. See?

I don't even know if its Gazette's fault.
